Frank retired from UPS as Vice President Corporate Public Affairs managing the State, City and Municipal Government relations for UPS in the Southeast, including Georgia, and established himself as an effective lobbyist, protecting and advancing the interests of a Fortune 500 Corporation. He has been asked to speak on transportation issues on behalf of UPS throughout the Southeast focusing on congestion and curbside access issues and the challenges of providing excellent delivery service while supporting the efforts of cities to improve congestion on surface roads.
Frank has extensive experience working with outside stakeholders, having served as a board member of the State Trucking Associations in several states as well as a board member of the Georgia Chamber of Commerce, the Sandy Springs Chamber of Commerce, the Georgia Charter School Association and the Georgia Transportation Alliance.
Since retiring from UPS after 35 years of service, Frank has established a government affairs consulting firm representing the Georgia Charter Schools Association, UPS and other clients.
Frank has a Bachelor of Science degree in Business
Management from Westminster College in Salt Lake City, Utah. Frank and his wife Debbie, reside in Milton,
Georgia. They have three adult children.
Sumner Pomeroy serves as Program Manager for Clean Cities Georgia, hosted at Southface, to advance clean transportation solutions throughout the state. She serves as a connector for grant opportunities, provides education related to electric vehicles and other alternative fuels, and strives towards equitable outcomes that promote clean air for all. Sumner is a native to Atlanta and has a Master of Environmental Planning and Design from University of Georgia.
Through her past roles, she has almost ten years of experience with nonprofit project and program management. She previously worked as a Program Manager for Gwinnett Clean & Beautiful to coordinate volunteer programs focused on litter reduction, clean streams, and recycling. More recently, she served as the Program Coordinator for UGA’s Small Business Development Center: Multicultural Business Division to assist women-owned and minority-owned small businesses with procurement related concerns. In her spare time, she enjoys gardening, reading, or playing with her bird.
Pamela Fann

Pamela Fann, an award-winning diversity specialist, and speaker is the Co-owner/principal of Impact Energy, a certified Black women-owned energy services company that focuses on energy efficiency project implementation and workforce development. Their mission is to promote equitable job expansion within the energy industry that positively impacts lives and supports community economic advancement. As part of the Clean Cities Energy and Environmental Justice Initiative (CCEEJI), Pam is also serving as the Community Engagement Liaison, working together with Clean Cities Georgia to further equitable access to clean transportation.
Pamela is also the Founder and CEO of Integrated Solutions. Integrated Solutions is a Diversity, Inclusion, and Integration consulting company that develops frameworks to successfully and sustainably implement diversity within organizations. Pam has a degree in Marketing, a Human Resource Management certification, and is a Certified Cultural Diversity Professional and Trainer (CDP, CDT). She also holds a certification in Understanding Diversity and Inclusion from Perdue University.
Pam served on a diversity board for more than 7 years with The Coca-Cola Company. Currently serves as the diversity advisor for the BECC conference and on the boards and advisory boards for ESource Equity Board, Four Corners Group, Women of EVs, Diversity Executive Leadership Academy, and Strategic Energy Innovations. She serves as co-executive director of Maa Eagles Foundation U.S., supporting girls from Maasai tribes in Tanzania with education opportunities.
Spencer Clifford

Spencer Clifford serves as the Program Coordinator for Clean Cities Georgia. Spencer graduated from the University of Georgia with an undergraduate degree in International Affairs and from Georgia Tech with a Master of Sustainable Energy and Environmental Management. Throughout undergrad, Spencer interned at numerous companies. He interned at the Borgen Project, a non-profit fighting world poverty and hunger. He also interned in Washington, D.C., where he served on the government affairs team for an environmental organization. His work focused on alternative fuels, extended producer responsibility (EPR), and expanded recycling infrastructure. While at Georgia Tech, Spencer interned for a sustainability boutique consulting firm where he educated clients on corporate emissions and advised mitigation strategies. In his free time, he enjoys gardening and propagating various plants. You can find him outdoors, hiking, camping, or on the golf course.

Cameron is a Junior pursuing a bachelor’s degree in urban studies specializing in urban planning at Morehouse College. He loves his hometown of Atlanta and enjoys talking about its growth. When not focused on school he loves urban exploring, strategy-based games, and learning how to cook.

Matthew Popkin serves as the Marketing Associate for Clean Cities Georgia. He is currently pursuing a Bachelor’s Degree in Public Policy at the Georgia Institute of Technology. Matthew has previously worked with Cobb EMC, working in community relations. In his free time, Matthew enjoys hiking and watching Georgia Tech Football.
